Major Achievements of The Jiangsu – U.S. Green Partnership (JUGP)

The Jiangsu – U.S. Green Partnership (JUGP), through its Leadership Team and its Technical Advisory Group consisting of key U.S. and China environmental and government experts and decision makers working in support of the Partnership, already has an outstanding record of achievement.

These significant achievements Include:

  • Jiangsu-California Strategic Agreement on New Energy

    iCET and JUGP played a leading role in facilitating the dialogue and discussions between the governments of Jiangsu and California to form and finalize the  “Framework Agreement on Strategic Cooperation of Energy & Environment between the People’s Government of Jiangsu Province of China and the Government of State of California of the United States of America”. This is a first and landmark agreement at sub-national levels between US and China. The agreement is signed by both governors on Oct 3rd, 2009 at Governors’ Global Climate Summit in Los Angeles, California. Ms. Margret Kim (the China Program Director and International Climate Change Adviser to Cal EPA and ARB) is the contact person on the CA Government side , and Mr. Dajun (John) Tang (the Chief Representitive of Jiangsu Province in USA) is the contact person on Jiangsu Government side, for implementing the Jiangsu-California Partnership.

  • Memorandum of Understanding (MOU) between the City of Los Angeles and Jiangsu Province -- In conjunction with the Jiangsu Department of Foreign Trade & Economic Cooperation (DOFTEC) and the City of Los Angeles, the Partnershiphelped to enable the groundbreaking signing of a Memorandum of Understanding (MOU) between the City of Los Angeles and Jiangsu Province on solar cooperation – the very first agreement of its kind in the United States.

Both parties to this MOU have laid out aggressive renewable energy development strategies and supporting policies.  Furthermore, the two sides enjoy strong synergies in technological innovation, production and marketing.  Through international cooperation, this MOU aims to encourage economic growth and enhance the application of clean technology. The two sides have agreed to strengthen cooperation in the following areas:

  1. Exchange information on solar technology and respective market access and conditions;
  2. Encourage Los Angeles and Jiangsu researchers and entrepreneurs to exchange expertise and innovation required for a thriving solar technology sector;
  3. Promote dialogue on business expansion in solar technology and manufacturing in both regions.
  • The US-Jiangsu China Solar Business Summit – July 17,2009 -- Hosted, organized and co-sponsored the largest Chinese Solar Delegation ever to visit the United States, comprised of top managers from twenty-one leading Jiangsu solar companies.


With the objective of developing and expanding cooperation between photovoltaic companies in the Solar Capital of China – Jiangsu - and their US counterparts, the Jiangsu Department of Foreign Trade & Economic Cooperation (DOFTEC) and the Jiangsu – U.S. Green Partnership (JUGP) invited the leading Jiangsu solar companies to take part in this summit. More than 200 people attended the summit, including senior officials from the governments of California, Los AngelesCounty and Los AngelesCity, as well as delegates from local companies in USA engaged in the development of solar energy.

The U.S.-Jiangsu Solar Summit made history by bringing to the U.S. the largest delegation of Jiangsu solar companies ever, and it resulted in a first-of-its-kind sub-national Memorandum of Understanding (MOU) between the U.S. and China.

The Summit was a groundbreaking display of how the US and China can forge collaborations that make progress, not just headlines. The Summit was unique also in its fusion of government and private sector cooperation.

  • The US – JiangsuChina Clean Tech Exchange -- Hosted and Co-Sponsored - The US – Jiangsu China Clean Tech Exchange, together with the Jiangsu Department of Foreign Trade and Economic Cooperation, and the US-China GREEN Business Exchange on May 23rd, 2009. A delegation from JiangsuProvince comprised of senior level government officials, including the leaders of the major economic development zones from Jiangsu province, and the CEOs from companies located in these zones, seeking clean-tech solutions and/or clean-tech investment opportunities attended together with about 100 U.S. clean-tech companies.

Senior California government and business leaders also participated including representatives from the State of California, and the County and City of Los Angeles.

 

Direct Dialogue -- Organized visits to JiangsuProvince by key California officials including: Linda Adams, the Secretary of the EPA of the State of California, and Margaret Kim, the State of California China Program Director, to meet with Chinese officials and others to promote cross-pacific dialogue between Jiangsu and California.
