Welcome to the Jiangsu – U.S. GREEN Partnership.

Jiangsu US GREEN Partnership is a Not-for-profit organization affiliated with ICET designed to combat global climate change by providing valuable services to assist U.S. and Jiangsu companies seeking trade and investment opportunities in clean technology and other “GREEN” businesses. (ICET is a not-for-profit organization registered in both the United States and China -- to promote low carbon development in both USA and China in combating climate change)

Through our powerful network, the partnership pools governmental, technical and financial resources in order to implement the most cost effective and “GREENEST” environmental protection initiatives and projects, and to greatly expand growth opportunities for the companies with which we work.

The partnership works closely with the governments of the State of California and the Provincial Government of Jiangsu to help these two leading regions of their respective countries in moving the U.S. and China toward a cleaner, more sustainable planet. Working together with them, we are helping to distinguish JiangsuProvince and California as leaders in energy efficiency, clean technology, energy research and alternative fuels.

As well as working with companies, the partnership provides significant assistance to key Chinese and California officials who have invited the partnership to provide regulatory and technical advice and training.

Executive Team

Dr. Feng An - Executive Director

Dr. Feng An is the President and Executive Director of Innovation Center for Energy and Transportation (iCET). With over 20 years of experience in academia, business, governmental and non-governmental organizations, Dr. An is a world-renowned expert in low carbon technologies, automotive fuel economy strategies, and climate change policies. He foundediCET in Beijing and California with the vision ofcreating a world-class think tank in low carbon development and climate change. Under his leadership, iCET is developing multi-facets programs in China in the areas of low carbon transportation, energy and climate registry, clean energy and energy efficiency. Dr. An received his PhD from the University of Michigan in US and MS from Tsinghua University in Beijing, both in Applied Physics. (Read more)

Dr. Yufu Cheng - Program Director

Dr. Yufu Cheng is the Program Director of iCET. He is active in promoting green innovative technology and related policies in both China and USA. Currently, he is working on low carbon transportation (both low carbon fuel and low carbon vehicle), China Energy and Climate Registry, LED light standards and policies development, with colleagues at iCET and with different international leading partners. He advises and communicates with many companies (e. g. Wal-Mart, Alstrom Power, etc.) on development with social responsibility in China. Dr. Cheng has 14 years Climate Change education and working experiences. Dr. Cheng received his PhD from the University of California at Davis in 2003 in Environmental Sciences, Master Degree in Ecology from Chinese Academy of Forestry in 1998. (Read more)

Elizabeth Turner Fox - Director, U.S. Programs

Elizabeth Turner Fox is the Executive Director of U.S. Programs of the US Jiangsu GREEN Partnership. A veteran international strategist, executive, and entrepreneur, Elizabeth Turner Fox, she has vast expertise in creating successful alliances between industry-leading companies in the US and China. A native of the US, Ms. Turner Fox lived, studied, and worked in China for more than 10 years, and has successfully developed and managed US-China cross-border initiatives for SINOPEC, Pier3 Entertainment, Cameron (formerly Prime Measurement Inc), Market China, and many others. Janette (Juan) Lou - Director, Investor Relations and Strategic Communications

Janette Lou is the Director of Financing and Investor Relations of the US Jiangsu Green Partnership (JUGP). Ms. Lou is a registered financial and investment advisor with the Global Wealth Management Group (GWMG) of Morgan Stanley Financial Group. In JUCP, she is responsible for directing the strategies for project financing and strategic alliances, and executing investor relations programs for business entities seeking global market exposure.Janette has a B.A. from RenminUniversity (Beijing) in Journalism, and received her Master’s degree in Finance and Corporate Communications from the University of Southern California in U.S. She is fluent in Chinese and English. Why JiangsuProvince and California?

The State of California and JiangsuProvince are the leaders in emissions reductions, environmental initiatives and investment in clean technology.

  • The Governor of California and the California Legislature are established as world leaders on climate issues.
  • California was the first U.S. state to design a comprehensive, technical plan to slash its own emissions across every sector of its economy.
  • California has brought in $2.1 billion, or 26 percent of the total clean tech funding for North America between 2002 and 2006.
  • Silicon Valley captured 46 percent of the total amount of $2.1 billion venture capital invested in clean tech.

China is drafting a 3 trillion yuan (USD 440 billion) renewable energy investment package- three quarters the size of the economy-wide stimulus plan announced last November.

As the “solar capital” of China, Jiangsu is home to over 500 solar companies, which cover every step of the solar industrial value chain. Today, Jiangsu aims to become the domestic leader in solar energy, with an installed capacity of 400 MW by 2011. To help meet this goal, the province has passed China's first fixed feed-in tariff.
